High-Level Safety, Emergency & Medical Plan

Security Plan

As stipulated all South African Events are regulated by the National Sport, Recreational and Events Act.  (SASREA)

All International Events are graded on as security and safety basis in an application process. Based on this assessment (High/Medium/Low), the South African Police Service will stipulate resource deployment towards the event.

The City of Cape Town (COCT) Events Office issues all relevant event permits which will include the full event security plan which will include:

  • Private Security Plan
  • Security Communications Plan
  • South African Police (SAPS) Deployment Plan
  • COCT Law Enforcement Deployment Plan
  • COCT Metro Police Deployment Plan
  • COCT Traffic Deployment Plan

 All Cape Town Gay Games 2030 Security Deployment will designed with a dedicated plan for each venue and each relevant sport at a venue. This will be defined by:

  • Design and Capacity of venue
  • Risk Assessment of Sport/Culture or Discipline
  • Scope and size of participation
  • Scope and size of public participation

 Venue Operations Centre (VOC) situated within the Cape Town Stadium will be the central management and communication HUB of the Cape Town Gay Games.

All COCT Security and infrastructure will be represented inside the VOC with full integration of the GTGG Plan and official database:

  • SAPS
  • Law Enforcement
  • Traffic
  • Metro Police
  • Event Organizer
  • Cape Town Disaster Management
  • CCTV Monitoring (Green Point Precinct)
  • CCTV Monitoring (City of Cape Town)
  • My City Bus (Official Event Transport)

The Gay Games Village will have a developed fixed security plan, scaled to special events operating inside the village.

Each venue and event will venue security manager will report into the Venue Operations Centre inside the Cape Town Stadium.

Example: Cape Town Gay Village

A secure fenced-off  public venue with partner activations, entertainment zones, information areas. The scalable venue at full capacity (15,000)will speak to a private security deployment of:

  • Parking and Traffic Management (8)
  • Venue Perimeter (6)
  • Village Entrance/Ticketing (12)
  • Back of House (1)
  • General (12)
  • Vending and Activations (6)

Note, all private security agencies will be activated and supported by government and SAPS deployment.

Example: Squash

Limited field and low public viewing with open access to public which will scope private security relevant to:

  • Parking Management (2)
  • Court Access (1)
  • General (1)

 

Medical Plan

A comprehensive Cape Town Gay Games 2030 Medical Strategy will be designed with a dedicated plan for each venue and each relevant sport/cultural activity at a venue. This will be defined by:

  • Design and Capacity of venue
  • Risk Assessment of Sport/Culture or Discipline
  • Scope and size of participation
  • Scope and size of public participation
  • Existing Medical Deployment
  • Access to private and public hospital facilities

Each venue medical plan will offer the following services:

  • On-site Ambulance services (EMT)
  • Medical Doctor on site
  • Equipped Emergency Paramedics
  • On-site dedicated medical facilities
  • Emergency Hospital integration

The lead medical officer will be represented in the VOC as part of the event emergency and management structure.

As a multiple disciplined event a dedicated medical plan would be developed in compliance with World Triathlon regulations and local medical compliance.
